The keyboard layout is correctly changed everywhere: terminal/console and in log in screen (it was not the case with changing the GNOME Settings panel GUI, [see this comment](https://linux.codidact.com/comments/thread/8025#comment-20886)) and it is persistent after reboot.

Yes you're right. The start "failed" with this command... I had to remove completely mariadb-server and follow [this workflow](https://stackoverflow.com/a/65695694/18251410): create `/etc/mysql/my.cnf` and`/etc/mysql/debian-start` files with default contents and then `sudo chmod 755 /etc/mysql/debian-start`.
