We're using KDE, and it supports switching between different keyboard layouts. You can add more layouts (and change the shortcut to switch between them if you like) in the settings.

Stuff like Japanese is a little trickier. That needs an IME, "input method editor". (Personally we use fcitx5-mozc for that, but there are other ones.) You probably won't run into that with Cyrillic, though.
