Please consider adding the (possibly anonymized) output of ls -l for that file to your question, so that we can see what the current owner/permissions are (for easier interpretation of the error message). Also, please explain when and where you got this message: Was it printed to the console when you tried to run a command, or did you find it in a log file?

I was getting it when I run ssh to connect to a server.

As a side note, ssh can be run in verbose mode — that might provide more insight.
