In my Ruby project, when I try bundle install, I got:

Your Ruby version is 2.7.0, but your Gemfile specified 2.6.6

I don't know how to solve it. I am using Windows Subsystem for Linux (WSL) Ubuntu 20.04 and Ruby 2.7.0.

Go to your Gemfile (Inside your project structure) and edit ruby '2.6.6' to ruby '2.7.0' and then you are good to go.

Usually, such version tags are used where different versions may introduce incompatibilities. Is this change somehow guaranteed to work (even with just the two specific versions mentioned in the question), or does it have the potential to lead to weird follow-on errors or even differences in behavior based on some criteria?

This solution will work with any other version, it may need to change Ruby version; Like I have installed Ruby 2.7.0 but if you installed other version of Ruby (e.g 2.6.9) so you will have to change your Gemfile into Ruby '2.6.9' not Ruby '2.7.0', so solution work. but it may need to change number according to ruby version.
